Australia Moves to Make Crypto Wealth More Transparent as New Reporting Rules Take Shape

Australia has opened a new consultation on legislation that would bring the OECD Crypto-Asset Reporting Framework into domestic law while creating reporting requirements for transactions involving Australian residents. On the same day, ASIC unveiled proposed licensing, custody and settlement standards for digital-asset platforms, signalling that crypto wealth is moving firmly into the regulated financial system.

Australia Has Opened a New Crypto Tax-Transparency Consultation

On 15 October 2026, the Australian Treasury released draft legislation designed to improve tax transparency around crypto assets. The draft would establish the domestic framework required to implement the OECD’s Crypto-Asset Reporting Framework, known as CARF, while also introducing domestic reporting for certain crypto transactions involving Australian residents and updating Australia’s existing Common Reporting Standard rules. The consultation remains open until 28 October.

The development is important because it shifts the crypto-tax discussion away from taxpayers voluntarily reconstructing their own transaction histories and towards systematic reporting by intermediaries. The broad international objective of CARF is comparable to what the Common Reporting Standard achieved for conventional offshore financial accounts: allowing tax authorities to receive structured information and, where relevant, exchange it internationally.

Crypto Is Beginning to Look More Like Offshore Banking From a Reporting Perspective

For years, some digital-asset holders viewed crypto as sitting beyond the visibility traditionally associated with banks and brokers. That assumption has become progressively less realistic. Centralised exchanges collect identity information, blockchain analytics can trace transfers, and governments are constructing standardised reporting frameworks specifically designed for crypto assets.

The result is not necessarily a new tax on crypto. It is primarily a new transparency architecture. Whether a gain is taxable still depends on the underlying tax law and the taxpayer’s circumstances, but authorities can become significantly better equipped to know that the transaction occurred in the first place. For internationally mobile investors, the distinction between tax liability and tax visibility is crucial.

ASIC Is Simultaneously Building the Regulatory Infrastructure

The tax announcement did not occur in isolation. Also on 15 October, the Australian Securities and Investments Commission launched Consultation Paper 392 covering implementation of the country’s new digital-asset laws. ASIC is proposing regulatory guidance for digital-asset platforms and tokenised custody platforms together with asset-holding standards, trading and settlement requirements and financial-resources obligations.

The new framework is designed to bring these platforms more clearly into Australia’s financial-services licensing system. ASIC says firms may need to obtain or vary Australian financial services licences, provide disclosure documents and platform rules, and comply with standards governing asset custody, transactions, settlement and financial resources. The regime is due to commence in April 2027, with the current consultation open until 27 November 2026.

Tokenisation Makes the Rules Relevant Beyond Crypto Traders

The development matters to HNWIs even if they are not active Bitcoin or speculative-token investors. Tokenisation is increasingly being used to represent conventional financial and real-world assets, meaning the underlying economic exposure could eventually resemble traditional securities, funds, cash-like instruments or other investments while blockchain provides the ownership and settlement infrastructure.

ASIC specifically notes the growing role of tokenisation in traditional areas of finance and is building rules around both digital-asset platforms and tokenised custody platforms. That convergence means family offices may increasingly encounter digital infrastructure through otherwise familiar investment products rather than by making a deliberate decision to become “crypto investors”.

Cross-Border Crypto Portfolios Create a Residence Problem

An internationally mobile investor might use an exchange incorporated in one country, hold assets in self-custody, operate through a company incorporated elsewhere and live in a fourth jurisdiction. Blockchain may make moving assets technically simple, but the tax position can become exceptionally complex because residence, beneficial ownership, company control and disposal rules still belong to conventional legal systems.

CARF-style transparency makes it more important for those elements to align. Moving from Australia to Dubai, Singapore or another jurisdiction does not automatically resolve the tax treatment of transactions completed before departure, nor does relocating an exchange account necessarily change the residence of its beneficial owner. The legal structure needs to correspond with the factual reality.

Digital Wealth Is Becoming Ordinary Wealth

The long-term trend is towards the regulatory normalisation of digital assets. Governments are not treating the entire sector as something that must disappear; instead, they are attempting to build licensing, custody, reporting and tax systems around it. Australia launching tax-transparency and platform-regulation consultations on the same day is a strong example of that transition.

For wealthy investors, this means digital assets increasingly need to be incorporated into the same planning architecture used for conventional portfolios: tax residence, succession, custody, entity ownership, source-of-funds documentation and reporting. Crypto may move at internet speed, but its owner still lives somewhere.

RELOC8 ONLINE helps internationally mobile investors consider digital wealth within the broader architecture of residence, tax planning, company ownership and global asset structuring.
