Why Move To Albania?

Albania is working hard to attract foreign investment and grow its economy. Here’s what makes moving to Albania interesting:

  • Low Cost of Living – Compared to many other European countries, Albania is very affordable.
  • Strategic Location – It’s in Southeast Europe, bordering Greece and with a coast on the Adriatic Sea.
  • EU Candidate Country – Albania is working towards becoming a member of the European Union, which could bring many benefits in the future.
  • Open to Foreign Investment – The government has made it easier for foreigners to invest and start businesses.
  • Untouched and beautiful landscapes and beaches – With increasingly growing number of visitors each year, reaching a record in 2022.

What Is Albania’s “Unique Permit”?

Albania has a special permit called the “Unique Permit.” It combines a residence permit and a work permit, making it simpler for some people to live and work in Albania. This permit is for specific situations, like-

  • Retirees
  • Employees
  • Seasonal workers
  • People transferred within a company
  • Highly skilled workers
  • Investors
  • Digital nomads

How Long Can You Stay In Albania?

Residency permits in Albania can be for:

  • Three months
  • Six months
  • One year (renewable up to five times)
  • Two years (renewable once)

US, EU, and Kosovo citizens get a special deal- their first temporary residence permit can be for five years. After five years of continuous legal residency, you can apply for permanent residency.

How To Get Albania Residency and Citizenship?

After living in Albania legally for five years, you may be able to apply for citizenship. You’ll also need to show some basic knowledge of the Albanian language. Keep in mind that Albania doesn’t automatically allow dual citizenship, so you might have to give up your current citizenship.

Albanian Citizenship Through Investment

You should be aware that the law that determines who can and cannot have this has changed recently. With Article 69 of the Foreigners Act No. 79/2021 it details ways that someone can be eligible for a residency through investment in the country, but specifics of how much money should be used are still not clear.

Albania’s Tax System

Albania’s tax system underwent significant reforms starting in January 2024, aiming to align with international and EU standards. The system includes direct taxes on income and indirect taxes like the 20% standard Value Added Tax (VAT). Individual tax residency is established through physical presence (over 183 days in a calendar year) or by maintaining a permanent home in Albania. The Corporate Income Tax (CIT) rate is generally 15%, though reduced rates and exemptions are available for specific sectors like technology, software production, and agritourism, some offering rates as low as 0% or 5% until future dates. Dividends are taxed at 8%. Albania has implemented digitalization measures like the Fiscalization process to enhance transparency and tax compliance, requiring electronic invoices for business transactions.

Personal income tax is applied progressively. Monthly employment income up to ALL 50,000 is taxed at 0%. Income between ALL 50,001 and ALL 60,000 is subject to a progressive rate, with the amount exceeding ALL 35,000 taxed at 13%. For monthly employment income over ALL 60,000, the portion up to ALL 30,000 is taxed at 0%, the amount between ALL 30,001 and ALL 200,000 is taxed at 13%, and the amount over ALL 200,000 is taxed at 23% plus ALL 22,100. Deductions are available, including annual allowances based on income levels, allowances for dependent children, and expenses for education. Self-employed individuals with annual income up to ALL 14 million benefit from a 0% business income tax rate until December 31, 2029. Investment income is generally taxed at 15%, except for dividends which are taxed at 8%. Individuals with annual gross income exceeding ALL 1.2 million or with income exceeding ALL 50,000 not subject to final withholding tax must file an annual income tax return by March 31st of the following year. Albania has also signed a multilateral treaty to facilitate the implementation of the Pillar Two Subject to Tax Rule (STTR MLI), further strengthening international tax cooperation.

Albania’s Lifestyle

Life in Albania offers a unique mix of Mediterranean ease and Balkan energy. You’ll find a slower pace of life, especially outside the capital, Tirana, with a strong emphasis on family and community. The cost of living is significantly lower than in most of Western Europe, allowing for a comfortable lifestyle on a more modest budget. Expect delicious, fresh food influenced by both Mediterranean and Balkan traditions, with plenty of outdoor cafes and restaurants to enjoy. While the infrastructure is still developing, you’ll find stunning natural beauty – from beaches along the Adriatic and Ionian Seas to rugged mountains perfect for hiking. The people are generally warm and welcoming, though learning some basic Albanian will go a long way.

Potential Risks

Albania is still a developing country. While it’s making progress, it’s not as advanced as some other European nations. Things might not always work as smoothly as you’re used to.
